Unexpected error on server associating the workflow

Please follow this steps to solve this issue:

1.Increasing the UserDefinedWorkflowMaximumComplexity to 10000  setting using PowerShell script:

$app = get-spwebapplication http://portal.lanteria.com
$app.UserDefinedWorkflowMaximumComplexity = 10000
$app.Update()

2.IISRESET
3.Adding <httpRuntime maxRequestLength="51200" executionTimeout="3600" /> in web.config. Please note that there are multiple lines in web.config with <httpRuntime maxRequestLength="51200">. I made this change only in the very first one.
4.IISRESET
5.Removed everything from C:\Users\<userName>\AppData\Local\Microsoft\WebsiteCache from my laptop
6. Removed everything from C:\Users\<userName>\AppData\Roaming\Microsoft\SharePoint Designer\ProxyAssemblyCache\ from my laptop
6.Removed everything from C:\Users\<userName>\AppData\Roaming\Microsoft\Web Server Extensions\Cache from my laptop
7.IISRESET
8.Restart SharePoint 2013 Designer
